It looks more like Chaos Legion than Pokemon.

That's how the artist tagged it on pixiv. I don't get it either.

I guess the elf guy is an original character, but the setting and the creatures are supposed to be Pokemon's.

In Pixiv it has the tags Lizardon and Yonoir. And Gengar too (?).

Techno-punk Pokemon, I'm guessing.

That or Pokemon-style summoning for some other fantasy setting.

I can see the human and the dragon in a more mature Pokemon game, with non-cartoon graphics and darker story, but the thing on the left doesn't fit - too human looking, and wielding weapons.
