With power creep in full force and the mid-tier DDs getting Kai Ni (while lil ol' Osoi is still only at Kai), she's still up there in the mid-highs. Her torpedo stats are very nice even for a Kai DD. There's just more options to choose from now.
P.S., Yeah, my Osoi hasn't been to many Event Maps. Even Doggykaze got more Event Map medals under her belt than her.
...Wait, how did they get Shimakaze when they sought a submarine? Am I missing something?
Construction is random (although larger ship types have slim or no odds of showing up if you don't put in certain minimum amounts of resources), and "recipes" merely give you somewhat better odds of what you're hunting for. As others have mentioned, it's totally possible, if not likely, to wind up with a light cruiser and odds are actually higher to just get a common destroyer. You just keep constructing/rolling the dice until you get what you wanted.
