IMO the rules should never have changed from "as large as the body", if for no other reason then because it's actually enforceable instead of causing silly heads debates.
And anyways, for example, there are probably way more people who find futanari repulsive than people who are repulsed by oversized breasts (that in this case don't even reach the navel!) I've never really understood why one should have a blanket ban but not the other.

The thing about ludicrously huge breasts is that unless it's done entirely as a gag, then the sort of people who draw without the slightest regard for realism in breasts tends to draw without realism for the rest of the body. The rules were absurd early on, and I have a distrust of someone changing the rules literally just to win an argument, since that doesn't make a good foundation for future arbitration.
As far as futanari goes, I wouldn't know without looking it up, but I'd suspect there are more people who actively search it out than would look for ludicrously huge breasts, since that's the other aspect that has to be considered - how many people are looking for it as opposed to people are upset by it. This is why, say, guro tends to be on thin ice, since few people look for it but there are plenty of people seriously distraught by it.
