She's desperately trying to find out that Kidmiral actually does Admiral things at some point. Unfortunately for her Murakumo is the real Admiral of this base.

So, she's aware of the fact that she has a reputation for nagging. So, she's trying to fix that.

By going to the extreme opposite of nagging: the quiet eye.

...Unfortunately, she's not good at nonverbal communication.

The goodest goodie-two-shoes knows it's wrong to always nag, so she's remaining quiet... but it's blowing a fuse not to do anything about dirty hands...

Clearly, the only solution is to (wash your hands and then) headpats.
