They were hot, so they grabbed what I assume they thought were ice cubes. When they tried to eat the cubes, Taihou and shoukaku were summoned out of the cubes, thus why they are covered in drool
Those are wisdom cubes, the foundation of the ship girls. Shou and Tai are angry because they're pretty much covered in saliva from being used as makeshift ice cubes
