Looks like one of the horse riding machines that were a fad in Japan (or maybe still are), supposedly they're exercise equipment but it seems they have other uses too. In the Lucky Star anime for instance, Konata's dad has one and Yui likes riding on it. E.g. http://www.gizmag.com/go/3088/
