Well obviously someone has a problem and ended up with nothing but daughters. Sooner or later the army decided "fuck it" and conscripted his first born even though she was female.

I think it's stated in one of the Kain books that 1 out of 10 of all Imperial Guard companies are all female or something like that. Not sure if that applies to Vostroyans too, though.
