While I agree it does not look like Shigure at all, it's tagged Shigure on Pixiv.
Can't tell if it's a user tag or author tag though,

Since it's locked, it's the artist I'd say.

True that she doesn't look like much Shigure but then when you look at the artist's Hibiki and Kashima (pic 1 and pic 2)...
