Both boxes on the right say 'Ryu-ne' - there's obviously some pun going on here, but the only Ryune I know is Ryune Goldark from Super Robot Wars, who doesn't look like this at all. It's not the normal word for scorpion or stinger either. Maybe that'll be enough of a hint for someone else though.
The closest source for this character that I could find is something simply called "Kamen Otoko-san" (仮面男さん). It doesn't ring any bells, nor return any good hits when Googled.
