The anomaly exposes itself by revealing the dark side of Carnivore-chan that is kept hidden from Herbivore-chan.

I imagine the elevator/cloning room you can mess with at what point in time the copies are based on the original.

I don't know. I figure the place is dangerous enough that Herbivore-chan can run afoul of something that requires a visit to the cloning chamber on a semi-regular basis. Seems a little too dark, even for this series, that she's actually repeatedly being mauled to death by her friend.

I think the artist said that Herbi's memories are fuzzy after revival and she thinks it wasn't real.

Well if all situations ended quickly like this, would be easy try and paint fuzzy memories as a dream.

I still think given how the elevators probably works and how the anomalous otter with the elevator panel works, would still think the cloning room operates through messing with space/time to make the copies (would explain the restoration of clothing and items on the person). Would think the panel thus allows some degree of manipulating the output then. I guess given how Friends in general operate, could guess those who know how to input some setting only know it through it being passed down and mostly likely is set to output copies in a state probably in their last healthy state.

I don't think the cloning chamber works through space-time shenanigans. The Anomalous Otter's backpack elevator does allow them, but I don't think any other anomaly definitively messes with time except, maybe, the wish granter (depending on your wish). As for how it works... any of the "native" tech here is about as understandable as 914, IMO. We probably actually now know the MOST about Anomalous Otter than any other anomaly.
