It is, but because historically JASDF didn't have homebuilt fighter jets and using license-built American jets, the dev added T-2 just to give them an "original" non-"copy and paste" design. It is at least better than the previous paper planes like Kikka or R2Y2 with jet engines.

Missed an opportunity to use Ikazuchi there.

The Kikka isn't paper, they built a small amount of them, and one had a failed test flight. They've got one at the Smithsonian that I saw a couple years ago.
