Depend how the story director an event relate. Just like Bleak in Girls Frontline, her concept already around where the beginning of game but only appear last year events.

2017, if I remember correctly, is when the game first released. They never changed the year even on the other new ship.

Just look at "Slow Ahead!" manga for example with the copyright year as 2017 even now.
The Global server uses 2018 instead because that's when the game was released.

Tosa and Amagi interacting would be quite the scene as they drink tea or somefin.

I agree it's a great design but when I clicked on the artist tag to see some stuff by this artist I tell ya I was not expecting Captain America X Winter Soldier yaoi.
