From what I understand, the strike witches have to be practically naked from the hips-down because their vehicles need direct contact with their skin and they have to be ready at a moment's notice. Liru's giant boots should be a dead giveaway that shes not one of them.

Well, not *direct* contact - one of them can get away with wearing pantyhose, after all - but it can't be anything that isn't skin-tight, essentially.
