no really fuck 1 on 1 battles in tactic games
Tactical games usually require, you know, tactics. I ran around in circles yelling like a sissy girl. Good thing yelling adds +1 speed so was attacking 5-6 times before he would.
Auto Potion and the Chameleon Robe do wonders in this fight. The robe absorbs Holy elementals, and though the various sword skills aren't actually programmed as elementals, the AI thinks they are. So, Wiegraf won't use his sword abilities against you.
Which means you only need to keep Auto Potion going. You just have to make sure you drop the Hi-Potion you get as a reward from the previous fight. That way you cancel most, if not all, of his Punch Art and melee attack damage.
Stealing Gafgarion's Blood Sword in Chapter 2 is a good idea too. You won't have as high a damage output but you'll drain health every attack. Ramza's base class can equip both swords and robes at that point (which, I mean, you should never have him switch out of until 99 anyways, since it builds all of his stats so well).
The best way to beat Wiegraf is to have Ramza be a squire and run around away from him Yelling until you are so fast you act 10 times to Wiegraf's one. Also, it's hilarious, because Ramza wins by running around going AAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAA!!!!!!!!!
I used Power-Break until Move HP Up healed more than he was dealing. Far from optimal strategy but it worked. Second fight was a bitch and a half though.

This strategy bit me in the ass in my first playthrough, because in the ensuing Lucavi fight, Ramza couldn't obliterate Velius in his free turns, he got one-shot by a Cyclops summon, and due to his absurd speed, he crystallized before my healer got a chance to act.
In FFT 1.3, this battle is still a complete bitch especially because Yell only gives you Haste for a few rounds. Instead, you just have to stack up as much physical evasion as possible and pray.
