Breast size doesn't matter if she's not lactating. That generally require several months of pregnancy of various methods to induce it without pregnancy.
Of course, the same applies to Riko, so I think Lala was either confused or just wanted Celine to be able to suckle without getting milk. Getting Riko to do it was probably just because she didn't feel like doing it herself.
