Yeah, but there is that whole thing with sukeban (Japanese female delinquents) purposefully wearing ankle-long skirts for some reason that I don't remember. That's probably why she's being called out on it: Toudou might be deliberately wearing a sukeban-style skirt as a form of rebellion.

Or maybe there are safety concerns over excessive skirt lengths (e.g. tripping risk).
