I get the feeling I'm missing a joke in the name of the paper, but rather like the 死絵星 = Siesta joke last time, it's eluding me, and this time, there aren't any helpful tags (as yet) on the Pixiv page.

I mean, at first glance I thought it was a play on Garuda, given hell's Buddhist leanings and the whole birds being behind newspapers in Gensoukyo thing.

The thought had crossed my mind, but 多 doesn't have an option to be pronounced "da", so I suspect my choices of pronunciation overall aren't correct, that a pattern is formed by different choices.

Maybe we could ask the artist?

Might be a pun involving 我楽多 (junk/rubbish) but that's probably overthinking it.

Might be. You certainly rarely see that word written in kanji. However, 流's pronunciations don't seem to create any immediately recognizable words.
