Don't let that fool you. victus007 is the worst uploader from Zerochan, who's been posting mediocre images. Especially on the other site.
Don't know about the uploader, but that aside, this picture is pretty damn good though. It's one of those line-less pastel painting artwork and its pretty amazing.
I guess it's just an acquireD-taste or something (which is a shame) but I have always loved this type of artstyle. It's nice to see traditional media every now and then, stepping away from all the digital ones.
I am pretty sure that according to the rules that is not a valid flag reason. I mean I guess you could argue that this is Low quality but I don't really see it. I suspect what we have here is someone who doesn't like the art style and is letting that could their judgment.
