I'm pretty sure thats Yuuka...not only because it looks like her (same clothes)

But this doesn't even have Flandre's Wings or weapon,or clothes.To add the artist has a picture in their gallery that shows they know how to draw flandre

I think those blue/red diamonds at the bottom are Flandre's wings. They are pretty distinctive as well.

Definitely so. Those crystals are connected to her via those wire-ish things, which means it's definitely Flandre.

She doesn't have her usual hat on, but nobody else in Gensokyo has wings like that.

Wow...took me awhile to notice the diamonds cause the wing part kinda meshes with the black background

awfully confusing...i think the wings and weapon need to be made more distinct

The artist likes to play with colours a fair bit, so the hair being a hue of green is just a somewhat misleading bit on the artist's part.
