I believe it's the latter. Considering that all the 'romance targets' (or whatever you'd want to call them) all had some number value even in their first appearances... aside from Otomore who has/had "???"... and their respective heart icons had their theme color, she'd likely just a one-off or such.
At first I thought she was another cameo character, but the prevailing opinion in the Twitter replies is that she's related to one of the love interests (either Otomore or Himekawa's older sister). I'm sure we'll find out soon enough~
