I tried my best to translate it, but I don't get the third panel (the closest I could find was 遠慮, which doesn't make sense to me). Also, I think there's a pun somewhere in 象が踏だら　and Okuu's "elephant foot".

It'd be a treat if someone fixed up my translation ^.^()

The phrase used in the third panel is "遠慮なく" (sonryonaku, "without reservation").

The Elephant's Foot is a nickname for a formation that grew when Chernobyl's reactor liquified and melted into the ground. Okuu's concrete leg is thought to have been partly inspired by this.
