no, this shouldn't have ntr tag. anyone with more than two braincells can see the way chizuru is set to be "the one". besides, the recent manga arcs basically lock chizuru in as the girlfriend.

What if the Author completely pulls a 180 and changes the girl whom Kazuya ends with?

I mean, pretty rare to occur, but it has happened in some manga...
