It's a few things here from what i see, for example the head is drastically smaller than it should be (Which is an actual art technique but-) the breasts are also extremely bigger making it a lot more jarring as a result (So in other words they didn't only just make the head smaller, but also increase the size of the breasts which pushes it just beyond "basic" / "normal" anatomy)

The spine/mid torso is also off quite a bit with where the belly button is placed, if it was just a bit higher it wouldn't be as eye catching, but the problem that it causes here is that it makes the torso look extremely long as it bends upwards toward her head

And again with the head, if you compare it to her butt and thighs you can see just how small it is drawn to try and emphasis her breasts, and when drawn with the already increased breast size, it just makes her breasts look to gigantic in comparison and her head to small

It's one reason why "gigantic breasts" has in its description that if drawn too big it will look grotesque instead
