Remember that P4 is supposed to have a "retro" feel, especially with fashion. So perhaps the popped-collar look was popular back then?

I think it's meant to be retro in the sense that the countryside reminds a lot of Japanese people of their youth (like how the seaside may remind other people of their youth because they always went on holiday to the beach as kids). It's actually set in the near future. If it were real, most of the main characters would be about 13 at the moment and Naoto and Kanji would be 12.

I said that the clothing and stuff was designed to be retro. I know the game doesn't actually happen in the past.
