After translation, I wonder if this is a flashback to the events discussed in the earlier strip I linked, since Akigumo seems to be acting as if this is the first time she's gone topless to get a rise out of him. This one's "Admiral and Akigumo 1", so maybe part 2 will involve him getting a handful, as depicted in the other strip.
