Well, it's a matter of proportion.

The thing that nobody seems to have noticed is that, with the proportions of torso and legs, the artist drew the head and arms too small. The bust isn't wrong at all - it's everything above the bust that's wrong.

Nope, the chest is flawwed. But yes, so are the arms. Arms are too scrawny, chest is too big. Both need a bit of adjustment.
