In the anime, it was a trap. In fanart, we have to assume it is unless there's evidence to the contrary (a vagina and no penis), which obviously isn't available when he/she is clothed.
Tieria is a dude. He was naked at one point in the series, it showed him in the shower. He's a trap. He was wearing fake tits when he wore the dress. This is common knowledge. This is a pointless debate. /argument
