While this character is an oppai loli, the way the this artist has drawn her just does not look like one, so i feel the tag isn't really appropriate, the same way loli characters are often drawn with more mature proportions and then aren't, or shouldn't be tagged, loli. Her face does not appear more childlike than the average anime girl face and her proportions are very adult throughout. Its not a large breasts + narrow hips + childish face + short stature combination. This is the case with a lot of fan art of this character, honestly.

Most of kaedeko's Sasaki Kanna drawings are also tagged with oppai loli despite having similar proportions. I remember some users debating over whether they should be tagged as such. At least most of those make it clear she's an elementary school student despite her figure. The serafuku and slightly more mature-looking face makes it seem like she's supposed to be in middle or high school here.

JP people keep misusing tags and adding nonsense tags in pixiv, a lot of times they add those for no general reason at all or at worse never add any tags in particular. You'll have the rely on sheer judgment whenever it is or not. But it is obvious that art isn't oppai loli at all.

The tagging system on Pixiv is really frustrating compared to that on Danbooru. It's really difficult to search for good art when the limit on the number of images in a single post (at least 20) is higher than the tag limit (10). Not to mention, there's quite a bit of low-quality art, and you can't sort art by score.
