The amount of "bad" art and self uploading has a high correlation - compared to other uploads.

Sorry, but it isn't.
EDIT : or at least I think so, but I checked help:upload_rules, it doesn't forbid uploading your own stuff. At the worst, it's "Borderline Content", which means it's a case-to-case thing. Which means your stuff need to be good, or you need to be friend with the people who approve pictures.

Fuck no, we already have an upvote/downvote system after moderation refused for years to have any kind of "epic comments" pool, under the excuse it took attention away from the pictures. Saying one thing, and then doing the opposite.

Yeah I was a bit confused cuz i did check the help section too and didnt see anything against it but I do understand why this would be a rule cuz like that other person said, ppl can self upload bad quality art. I guess ill find out if my art is good enough when a mod will or won't delete it lol

Danbooru and it's brethen are congregrate site; meaning it's not the type of site you should upload your art to; instead, it's something like a 'museum' of hand-picked entries the users thinks other users might enjoy seeing. It might not have strict rules against self-upload, but please try and upload it to another sites first, for example, DeviantArt or Pixiv. Heck, we even accept twitter or patreon arts, if it's good enough.

A pool for images with "epic comments", something that can be edited/deleted on a whim and has little bearing on the actual art, is the stupidest idea ever, and a basic comment voting system doesn't contradict that.

If you wanna see comments with high scores just use the comment search and sort by score.
