Both seem to be half-wrong on both parts. Ruko is moving away (for whatever reason that we don't know yet) and knew that Miku would be upset. She feels that if she ever comes back to Vocalo Town, Miku would be mad and resentful of her for not telling her that she was moving away beforehand and/or suddenly leaving all of a sudden.

Ah, friendship seems so very precious for Miku-nee.

Ruko: I made Miku upset... What am I gonna do now? She's so angry...

There isn't any wrong. The comic is open to interpretation and everyone has their own opinion.

I think what Ruko said is that if Miku know that Ruko is going to leave, Miku will very sad but Ruko don't want to see Miku feel sad, so Ruko wants to make Miku angry so that Miku will not be sad for Ruko's leaving.

She's not leaving yet. She's going to pupate for 11 years, then emerge for her mating flight.
