Neither Handwriting IME can recognize, nor I can find this kanji in the radical dictionary.

Does Anybody know what kanji this is?
If yes please put on and kun-reading in the note too.

Apparently, it was never used in Japan. This hanji/kanji was used in post #445942 too. I think this is the webmaster's name or something.
