Finland is its own country, but Sweden kinda owned the place way back when we were an actual super-power.

Hence the (somewhat glorified) relationship between Sweden and Finland in Hetalia.

Sweden was a great power back in the 17th century. Finland became independent in 1917 and that is when they decided on their flag.
