Edit: She seems to be someone's online persona, possibly even a VTuber. She has a Bili Bili page in her name here: https://space.bilibili.com/745511/, which uses a crop of this image as the profile pic. That page seems to imply that 雪风 should be read as Japanese 雪風 "Yukikaze". Google also turned up a Steam user page.
