Usually we don't tag based on commentary. You also can't tell if it's prostitution or just slutty since there's no mention of money.

I think it's pretty clear from the speech bubbles alone that this is prostitution. A guest selecting a girl to have 3 hours of fun with? I don't know what else could be going on here.

We tag based on commentary all the time. It's often considered relevant clarifying context.

Though there would be exceptions to that.

Mostly cases in which the commentary likely doesn't match up to the image contents or context or looks like they just randomly called it one thing in the commentary while being something completely different.
