I think the 'swallowing' method is the one that risks weakening Cell. The 'sucking' method always boosts Cell's strength, but only by a small percentage. After all, all those humans, who are weaker than Yamcha, still provided Cell with extra strength, albeit in a small amount per human.

Yamcha was fine for the Saiyan/Vegeta invasion. It was after everyone got back from Namek did eveyrone who not a saiyan(Or piccolo) get pussified. Even Yamacha and Tien had a few good moments on King Kai's planet. Though ironically, that training never did them any good.

Tien was useful! He allowed the Androids to escape Cell! You know, if it hadn't been for sodding Vegeta letting Cell absord #18, Tien's intervention would have been what ultimately allowed them to beat him.
Showed up in the Buu Saga, too. Distracted Super Buu for a few seconds, long enough that he didn't just up and kill Gohan, Dende or Mr. Satan.
Actually, now that I think about it, whenever Tien showed up, he did something that more or less saved everyone's asses, even when dealing with someone he literally couldn't hurt in the least. He was pretty badass.

Yeah, I always did hate that about DBZ. I mean, if you're not a Saiyan or Piccolo, you're downgraded to comic relief (Krillin), uselessness (Yamcha), or nonexistence (Launch).
