I am wondering, is she actually portrayed as 18, because if she's portrayed as a minor then i would love the art but feel weird having to see the characters in seductive poses.

It really does not matter how the character is depicted, since they only exist in the mind of the viewer.

By that logic every loli or shota post is legal...which should be the case but it's not.

In America at least, many of them are legal. Even the ones that technically would be considered illegal probably aren't going to get you in trouble unless you get caught with several gigs worth on a work computer or something. Basically, if you're not already under investigation for something, the law doesn't care if you're jerking it to lolis.

Simple fact is, authorities are more interested in real crimes. The people actually fighting CP don't give a shit about fictional characters, just like the police aren't going to kick down your door for shooting people in GTA. Otherwise, Danbooru wouldn't even be hosting the stuff.

Drawn images are the least of concern with police agencies. When it comes to actual photos you have to be very careful as there are stock photos that can land you in serious trouble if found with said drawings.

That really depends on where you live and how badly the local morality police want to make an example of someone. UK and Canadian law explicitly criminalizes sexually explicit drawings of children, and at least one Briton has been convicted for possessing loli drawings without any images of actual children.

Americans are supposedly protected by the 1st Amendment when it comes to drawings, but if you think that alone is enough to prevent an obscenity conviction; just ask Christopher Handley how well that worked out for him. And even those who aren't convicted face tarnished reputations and costly legal battles that can last months or years.

If you're staying beneath the radar and only viewing drawn images online, you're probably safe even in places where they're technically illegal. Importing manga through the mail or crossing international borders with media containing those images is considerably less safe, as customs inspectors may find it in a random search, and aggressively pursuing high-profile cases helps those agencies get more funding.
