No. it wasn't a blank. You can see the bullet ricochet off her head.

I think the point of the joke is that it's NOT a blank.

Regardless, firing a blank at someone within even a few feet would be a trip to the ICU. It is still a small explosion. Just because there is no bullet doesn't mean it's safe. The paper wad sealing the cartridge in place of a bullet has killed more than a few people.
