With regards to over all quality, the coloring, smooth lines, and structure all remain consistent among this artist's other works which have generally been pretty competent.

Personally: I've seen worse things get approved though I'm aware "we judge quality on an individual basis". Still I see no issue with this particular piece.

Residental anatomy quality checker here, and I just wanna point the errors in this image.
1: Lazy neck drawing. When rotating your head on that angle, you'd at least see the neck muscles or skin getting twisted. Here it's just smooth skin.
2: Lazy backside spine drawing. The spine fold/line does not get that deep unless you're a bodybuilder.
3: Bad anatomy check: breasts. The breasts are drawn a little bit too high.
4: Lazy drawing: wrists, forearms, biceps, and elbow.

All and all, this drawing quality left a lot to be desired. The artists' other drawing was approved because those are simply better quality (clothes detail, shading, coloring, composition) than this one.

Just to add a bit, the breasts also seem to be drawn in full profile sideboob, while the torso is angled mostly away from the viewer. It makes it look like the breasts are swinging 45 degrees left from the torso.
