Perhaps strawberries had gone extinct and children stopped smiling right before the Moriya group entered Gensokyo, or the extinction of strawberries and the end of children's smiles was just around the corner.
Perhaps Sanae was one of the children who stopped smiling, and Kanako and Suwako wanted her to smile, and that desire (along with some faith for Kanako) was a factor in their decision to move.
