I was wondering the same thing. It might be, given that he's got dark hair and is wearing a business suit; I can't think of anyone else in Series 1-4 of New Who who matches that description.

It looks more like Nine, unless John Simm also has blue eyes. The suit could also pass for Nine's leather jacket. I won't change the tag, but I'm not certain that's Simm!Master.
