    In the case of this post, it's because 11 different people—possibly more—unanimously deemed it unfit for Danbooru's gallery. It only takes one user with approval powers to rescue an image from the modqueue.

    You can always appeal deleted posts if you think they deserve a second look, but considering that three approvers felt it worth mentioning that the same artist's post #5193269 was of poor quality, it would seem there's a general sentiment that this artist's work isn't quite up to Danbooru standards.
