If anyone's curious, the decoration around her neck appears to be the Order of the Rising Sun Third Class, and the leftmost (from our perspective) medal on her chest is the Order of the Sacred Treasure Fourth Class. The other three aren't imperial orders, but lesser medals I haven't been able to identify. I think the one next to the Sacred Treasure, partly hidden by her hair, might be the 1894–95 Sino-Japanese War medal. The uniform frock coat she's wearing is parade dress for senior infantry officers, standard between 1886 and 1905, so that would fit. No idea what the other two are.

The single stars on her epaulets indicate a rank of rikugun-shōshō, which was functionally equivalent to a Western brigadier general, even though the actual name of the rank as used by the IJA is usually rendered "major general" in English.
