Calling it "completely bare" when a full third of her foot is wrapped in bandages is hyperbole. It's like saying a character wearing a sarashi is nude.
I have no strong opinions about what should count as barefoot, even though the tag's wiki seems pretty cut-and-dry. But fortunately, you created a forum thread about the subject a year ago, so I can cite other people's opinions instead:

If it still covers part of the bottom of the foot and provides, even if extremely limited, protection to the that would not exist if the foot was completely exposed. The foot isn't bare, therefore it isn't barefoot.

If you're gonna cite a certain search as proof of you being right, maybe consider checking the opposing search first. Bandaged_foot -barefoot has three times as many posts. And some examples in your search are tagged barefoot because a character is barefoot at the same time, not because bandaged foot definitively counts as barefoot.

I really don't understand how you can be so confident you're right when basically everyone that's been involved in this topic has disagreed with you.
You can safely discard that user's advice. It's not the first time (but it'll be the last) they try to enforce their own special definition of barefoot and then get angry when confronted.
