Lugia IS a dragon, or another reptile.
Lugia have no buck or claws, or bird form(Like another bird Pokemon). Just the wings are from a bird, and it's based in a Ryujin, that is a japanese sea dragon. The wings can explain if we see Velociraptors, they're reptiles with feathers.
