I think his answer is being misinterpreted. He was definitely talking specifically about the Machine androids, like Adam and Eve, and not the human made Androids like the Yorha. This is evident by his mention of learning and being able to copy anything, those were traits of the machines, even though the original question was about all androids.

Like, really, everyone always points to that answer as the definitive "2B is definitely a sexbot" confirmation, but if you've played the game, that entire answer from start to finish is clearly talking specifically about Adam and Eve. He even says in another interview that he was originally just going to say yes, Adam and Eve have junk, but thought it would upset some people so decided to leave it up to players to decide for themselves.
