Yeah it is, just that the ps3 version is japanese only at this point, so you can get it if you can understand japanese

From what I've played, nope.
She does inherit one of Rutee's (from Destiny) arte, which I'm not quite familiar with.
Also, this costume pairs well with Raven's tuxedo outfit.
