"Master Card" is the pun, the "p" is only a censorship (because of the policies in Japan regarding trademark names). I don't know who did add the "ranguage" tag, but he apparently didn't notice all the "Smickers", "Somy" and "Noke" in anime and manga.

Actually, I'm pretty sure it is a pun. "Masper" probably comes from "Masupa", shortened from "Master Spark". Or maybe I'm just over-analyzing it, I dunno.

No, you got it right.
マスタースパーク = Master Spark, which often gets shortened to マスパー ("MaSpa") - which, in turn, can be romanized (incorrectly) as "Masper".
