For all the people who get in SDM past China, she may as well not guard it.

That isn't completely fair. Meiling keeps weaker non-named characters out, and at least serves as a earlier alarm system for when people come visting.

... Why not put Flan at the gate? I mean the first dozen or so people, invited or not, probably won't make it within 20 feet of the wall, but I'm pretty sure it'll discourage anyone else from ever trying to bust in again.

Totally unfair. Canonically, only Marisa suceeds in getting past Meiling (Reimu has permission to come whenever she wants just as Remilia goes to the shrine whenever she wants) and she usually sneaks in rather than entering through the front. Everyone else is repelled bar those who sneak in from other directions (where Meiling does not guard) like the Three Michievous Fairies (and even then they only suceeded because they have stealth-based powers and can be easily confused for the fairy maids).

Flan would be weaker when the sun is out and absolutely worthless when its raining (sunlight weakens her, not a big issue given her raw power but worth noting) and rain causes her enough pain that its used to keep her from escaping whenever she gets stir-crazy enough to break out of the basement (they have Patchouli magically summon rain to surround the mansion).
