But she is the only saiyan that doesn't become super saiyan. Goten became a super saiyan without trying, and she isn't able to.
Akira said all the grandchildren could become Super saiyans too, its just that as far Pan is concerned, He couldn't come up with a decent design for female Super Saiyans. IMO he could have just given them blonde hair but maybe he thought that was too cheap of an effect.
