That's definiently Cagalli and Athrun from Gundam Seed.

Well, the parent post was posted 9-18-2005 and Persona 3 wasn't released in Japan until 7-13-2006.

Persona was released State-side in 2007. This picture, going by the signature and date, was not created by a Japanese artist. It was probably inspired by the then airing Gundam Seed Destiny.
